has started operations in the Middle-east. ValueFirst, a leading MVNO for data

The total mobile population of GCC (Gulf Co-operation Council) is 23 million, with
Saudi Arabia having the highest mobile population of 13 million. UAE with a
penetration rate of 80% was the first country in the region to launch 3G services.
